A winner at Cannes last year, Jafar Panahi's THE WHITE BALLOON is a ground-breaker for Iran and, well, a bit of a bore for America. Sure, it's fine as a cultural snapshot, but this real-time story of a little girl who loses her goldfish money is too mild to be moving. Grade: C+ Copyright 1996 by Michael J. Legeros
